Paper Check Conversion Over the Counter (PCC OTC)

  1. Paper Check Conversion Over the Counter (PCC OTC) is the process of converting paper checks into electronic ACH (Automated Clearing House) debits or to image documents that are cleared through the Check 21 network. Since the Paper Check Conversion process is automated, the collections and reporting process is more efficient.

  2. There are two major components in PCC OTC that are used to process a check from presentment to collection. The first major component is ELVIS. ELVIS stands for EL ectronic V erification and I mage S ervice and is used for researching check images. The second major component is POS, which stands for P oint O f S ale and is a software package that is installed on the Agency's computer. The POS contains its own components in the form of separate modules, and processes check transactions. The entire family of products consisting of ELVIS and POS is known as PCC OTC. The current PCC system is owned and maintained by the U.S. Treasury Financial Management Service (FMS).

  3. The operator takes the completed check and inserts it into the Point of Sale scanner. The scanner reads the Magnetic Ink Character Recognition (MICR) line on the bottom of the check and captures the image of the check into the POS computer. The bank account information that is captured from the MICR line is transmitted to the Treasury/ Financial Management Service (FMS) for processing. The paper check is no longer sent to the bank. For checks received through the mail, the agency must destroy the check after 14 days of the PCC process.

  4. The check image is forwarded and stored for 7 years in a central database called CIRA. CIRA stands for C entral I mage R esearch A rchive, which is part of the ELVIS system.

  5. The financial information captured from the MICR line is transmitted to the Treasury/ FMS. Treasury/ FMS processes the transaction through the Automated Clearing House (ACH) network or the Check 21 network, depending on the initial agency set up. Treasury/FMS makes CA$HLINK entries, and provides the electronic deposit ticket (SF215) and debit voucher (returns SF5515) for IRS retrieval through ELVIS.

    Note:

    This web-site is continuously updated throughout the year by the Treasury/ Financial Management Service (FMS). IRS users and managers of the PCC system are responsible for monitoring this link for latest revisions.

  2. At the above web site, download the current SOP. The SOP has been divided into chapters to accommodate the 5 mega bites (MB) limit that most networks place on downloads. The SOP contains 11 chapters that can be downloaded in its entirety or as individual chapter as .zip files or .pdf files.

  3. A password is not needed to access the informational web site and can be used to find answers to your questions. It is updated often with new information on upcoming changes, Frequently Asked Questions (FAQ's), News, etc. It can also be used to download the latest bulletins and newsletters.
