PCC and RS-PCC Equipment and Supplies

  1. Each Campus is responsible for installing the PCC and RS-PCC equipment.

  2. Headquarters and Campus Support are responsible for training the Campus Support Staff on using the PCC and RS-PCC system.

  3. If you experience problems with the PCC equipment, contact Treasury OTC Support Center at either 1–866–945–7920 or 302–324–6442 or via E-mail at: FMS.OTCChannel@citi.com. A Customer Service staff member will verify your warranty information (if any) and dollar valuation on the following pieces of equipment: Laptops, Scanners and Yes/No keypads. If the warranty is active, the representative will provide the mailing address for shipping the hardware to. Otherwise, if you have purchased PCC equipment directly from a vendor, please contact the vendor for warranty and/or repair information.

  4. The Treasury OTC Support Center advises the PCC/RS-PCC site of the full dollar value of the PCC equipment. PCC equipment must be returned either by certified mail with return receipt, or FedEx. When using either method, the PCC site will purchase insurance for equipment's full dollar value. Please include a note to The Treasury OTC Support Center explaining the reason for return, i.e., describing the damaged or defective equipment.

  5. In the event that the warranty has expired on your PCC equipment, please call Treasury OTC Support Center for further instructions on possible PCC equipment repair or new PCC equipment purchases.

  6. New equipment purchases for PCC are coordinated with Submission Processing Accounting and Tax Payment Branch. If Campus Support needs to replace or purchase PCC, they will coordinate the purchase with their local budget analyst

  7. New equipment purchases for RS-PCC are coordinated with Submission Processing Project Management Office (SP PMO). If Campus Support needs to replace or purchase PCC scanners, they will coordinate the purchase with their local budget analyst.

PCC Access/Security Forms and Passwords

  1. Only authorized users may gain access to the ELVIS application. PCC OTC Security Contacts must submit a PCC OTC Access Request Form and PCC OTC Security Contact Authorization Form. These forms and their instructions can be found on the PCC OTC Security Forms web site at: https://www.pccotc.gov/pccotc/Downloads/securityforms.htm or you may refer to the PCC SOP Appendixes:

    • SOP Appendix E - PCC OTC User Access Request Form for ELVIS

    • SOP Appendix F- R5.4 Roles for ELVIS

    • SOP Appendix G - PCC OTC Security Contact Authorization Form for ELVIS

  2. PCC OTC Access Request Form and PCC OTC Security Contact Authorization Form must be signed and faxed to the Treasury OTC Support Center, scanned and sent via E-mail, or sent to the address information at the bottom of the form.

  3. Authorized users will be issued Login names and temporary passwords. Upon initial login, the password must be changed to a unique password that will only be known to that user.

  4. Only the Manager or Lead have permission to access the POS System Administration Tool (SAT). New login names must contain a minimum of six characters.

  5. The PCC terminal constitutes a stand-alone machine, therefore each user will need to be added to each individual terminal. It is advised when the user changes a password on one terminal that it should be changed on all others as well. When the password is changed in the SAT, it is also changed in the POS and Batch Manager for that terminal.

  6. If a user account becomes locked, a red lock icon will appear next to the user name under the SAT. To unlock, activate, deactivate, or edit a user account, right click on the users login. A drop-down menu will appear with the following choices: New, Edit, Delete, Unlock, and Deactivate. Click the action you wish to take and the users account is immediately updated.

  7. If a user has forgotten their password, a new temporary one needs to be issued via SAT by a designated system administrator. Once this password has been issued, the user will need to login to the POS using the temporary password and then change the temporary password to a new password.

  8. Agency Location Code (ALC) - This is an eight digit number identifying a governmental agency for accounting purposes - used in the CA$HLINK system to distribute funds. The PCC input clerk must always make sure the ALC is the proper one assigned.
