HCTC: Make a Payment to the HCTC Program

This page explains the options available for making timely payments to the HCTC Program each month.

Payments Overview
Once you are enrolled in the monthly HCTC program, you are responsible for paying your balance due, as it is listed on your HCTC invoice, by the due date each month. The due date on your HCTC invoice allows time for the HCTC Program to process your payment, add the 72.5%, and pay your health plan administrator on time.

Your payment is sent to your health plan administrator at the end of each month. When received, your health plan administrator will post the payment to your health insurance account. Your HCTC billing cycle may not correspond exactly to your health plan administrator's billing cycle, and the amount of time it takes to post your payment varies based on the payment processing schedules and procedures used by the health plan administrator.

Make an Online Payment
You can submit payments online to pay your monthly HCTC invoice. The online payment system is a secure method for HCTC participants to make payments using their debit cards, credit cards, and bank accounts directly to the HCTC Program. To register and submit an electronic payment, go to the Electronic Payment site. To access this site you must enter your HCTC Account Number, which can be found on your most recent HCTC invoice.

If you choose to make a payment with your debit card or credit card, you will need your card number and Card Verification Value (CVV) code.  The HCTC Program accepts payments from the following credit cards: Visa, MasterCard, American Express, and Discover, and debit cards displaying the Visa or MasterCard logo.

If you choose to make a payment using your bank account, you will need your bank routing number and account number, which are usually found on your checks.  If you are not sure what the routing or account numbers are, please contact your financial institution and verify this information prior to attempting to schedule an electronic payment.

Important Information Regarding Your Online Payments
Your online payment should be scheduled by the due date listed on your monthly HCTC invoice.  Payments scheduled after the HCTC due date are not guaranteed to process completely in time for inclusion in the current payment cycle.  If your payment is scheduled after the HCTC due date and it is not received in time, then the payment will post to your HCTC account as a credit for future use; however, you will be responsible for making a 100% payment to your health plan administrator for that coverage month. 

Forgotten User ID or Password
If you forget your User ID or password, click on the "Forgot Password" link on the E-Payment log in screen and follow the instructions on the screen. If you still cannot access your account, please call the E-Payment Help Desk at 1-855-379-0440.

Mail a Payment
You also can mail payments to the HCTC Program using a personal check, business check, certified check, cashier's check, money order, credit card or debit card.

  • If paying by check, include your HCTC Account Number on your check and make it payable to "U.S. Treasury - HCTC."
  • If paying by credit card, the HCTC Program accepts Visa, MasterCard, American Express, and Discover. You can make a payment with a credit card by filling out the payment coupon attached to the bottom of your HCTC invoice.  Unfortunately, you cannot pay with a credit card over the phone or by fax.
  • When paying by debit card or credit card, you must provide your billing zip code and Card Verification Value (CVV) on the payment coupon.  The CVV is a three or four-digit number found on your credit card; the CVV is not part of the credit card number. 
  • For most major credit cards, including VISA and MasterCard, the CVV number is the three-digit number found on the back of the credit card, at the end of the signature field.  For American Express credit cards, the CVV number is the four-digit number found on the front of the credit card, above your credit card number and to the right.  If you need assistance, or are unsure where to find your CVV number, please contact your credit card company.

If you need to make an additional payment to the HCTC Program or do not have your original HCTC payment coupon, you should download and print a blank HCTC payment coupon to mail in with your payment.  Please see the information listed above if you would like to submit your payment online.

2013 Payment Due Dates
Please make sure that your online payment is scheduled by the due date listed on your monthly HCTC invoice.  If we receive a late payment, we will not be able to pay your health plan premium in time and you will then need to pay your health plan 100% of the premium for that coverage month. 

  • If you mail your payment and it is received late, your payment will be rejected and returned to you.
  • If your payment is scheduled after the due date and it is not received in time, then the payment will post to your HCTC account as a credit for future use; however, you will be responsible for making a 100% payment to your health plan administrator for that coverage month.
