  • HCTC Online Tutorial*
    The HCTC Program has developed an online tutorial for partners and candidates for the HCTC. Take the tutorial now to learn more about the program, including how the HCTC works, who is eligible, how to enroll in the Monthly HCTC, and how to claim the Yearly HCTC.

*It is important to read the Trade Adjustment Assistance Extension Act of 2011 page before viewing the Online Tutorial, as this page will describe recent changes to the HCTC made by this legislation. We are currently working to update the Online Tutorial to reflect these changes, since some of the content is outdated. Thank you for your understanding while we make these updates.

How You Can Help

Key HCTC Program Collateral

DOL Regional Coordinators, TAA Coordinators, and State Workforce Agencies

  • SWAs only: Transmit eligibility records to the HCTC in a timely manner.

 

 

 

Rapid Response & One Stop

  • Explain the benefits of the HCTC to the trade-affected individuals who you work with.
  • Answer questions about eligibility requirements, the enrollment process, and how the tax credit works.

PBGC

 

  • Explain the benefits of the HCTC to the PBGC payees who you work with.
  • Ensure they have the information to visit our website or call our Contact Center.
  • Provide information about extended eligibility for qualified family members Provide information about COBRA coverage extensions to PBGC payees
 

Employers and Unions

 

  • Encourage workers to enroll in an HCTC qualified health plan while they are awaiting TAA certification.
  • Work with SWA or Rapid Response to add information on HCTC to layoff communications.
  • Provide information about extended eligibility for qualified family members.
  • Provide information about COBRA coverage extensions to TAA, ATAA, or RTAA recipients.
 

 

Tax Professionals

  • Help yearly filers claim the HCTC on their federal income tax return.
