ITG FAQ #18 Answer-What is a General Welfare Program?
This is a need-based payment, made under a written, social benefit program, to tribal members by the tribe. Even though a tribal member may receive a need-based payment for a social welfare, medical assistance, or for education, a tribes designation of these payments in not determinative of their tax status.
