Tax Law Changes for Employers
The American Taxpayer Relief Act of 2012 (ATRA) was signed into law January 3, 2013, and made changes to withholding that have an immediate effect on employers for calendar year 2013.
Additionally, retroactive changes also apply to the Public Transit benefit exclusion and extend the educational assistance program under IRC section 127 through 2013. See Publication 970 for more information on educational assistance plans.
The rates for supplemental income tax withholding (25%) and backup withholding (28%) remain the same for 2013. Please see Publication 15 for more information about supplemental withholding.
